[Bug 49163] rawinput_mouse_experimental mishandles xf86_input_joystick axis handling

After further testing, if I modify the code for Xf86-input-joystick to setup
the device as Relative rather than Absolute (changing all calls to
InitValuatorAxisStruct() from Absolute to Relative), it seems to work
correctly.

Maybe this bug actually belongs to xorg rather than wine? I'll open a report
there linking to this page, then. This might be resolved already if they admit
the issue is their setup rather than wine's handling of it.
