I notice that the default download (168k
cd46cdb03fbcc197bdc99098ffdd83901e42ad64) is just a downloader for
https://s3-us-west-1.amazonaws.com/splicedesktop/windows/stable/SpliceSetup.exe
(96MB 1f49248f8bf944c8558f661963fc991694adb173).    Might be worth trying that
separately to see if it gets any further.
