wdfldr.sys stub

I found this issue while looking for a wdfldr.sys stub, but for some reason I
was unable to find Paul Gofman's patches anywhere. Gijs graciously provided
them, so I've attached the patch (rebased on 5.18-git as of yesterday) in case
anyone else might benefit from it.

Is there an update on what is decided for how to upstream wdfldr.sys?
