No, something like the following is supposed to work:

    unset DISPLAY
    wine cmd

I.e., if "wineconsole --backend=curses <executable>" previously worked without
DISPLAY set, "wine <executable>" should currently work under the same
circumstances. If it doesn't, that's a bug, but there should be no need for
wineconsole to be involved.
