[Bug 50905] Wine fails to execute binaries if a dependent placeholder DLL in C:\windows\system32 is missing

Because we don't want to pretend that files exist when they don't. Some apps
don't expect missing files to magically load, or to not find the backing file
for a loaded dll. It also revealed quite a few bugs in Wine itself.
