[Bug 45225] Supreme Commander FA does not render many graphical effects

I retested with wine-6.6, on a clean wineprefix. With nothing extra installed,
the game fails to start with the attached log. After running 'winetricks dlls
d3dx9' the game starts and effects are still missing.
