I'm narrowing this bug's scope to the "recv" ioctl. The other problems are
addressed by bug 50520, bug 50794, and bug 50795.

A patch set implementing this ioctl is available at
<https://repo.or.cz/wine/zf.git/shortlog/refs/heads/sock4>; the last necessary
patch for the "recv" ioctl is
