[Bug 51055] winecfg: No output for the `-v` or `-?` commands

I tested this as well and for me, it worked in a 32bit prefix until
28fe84da45bea7de56539b50eac8ebcec54342de (mentioned in Bug 51057 and Bug 50973
as well).

In a 64bit prefix, it works up until the commit I mentioned before if I use
/path/to/build/wine64 winecfg /?.
Using /path/to/build/wine winecfg /? doesn't work even with wine-5.18 for me
and still doesn't in wine-6.7.
