[Bug 50412] Wrong check for needed access rights in QueryServiceConfig2

It's been 8 months since my report and nothing has happened to the bug report
itself, e.g. a confirmation, or the source code. The source code of the current
stable and development versions (6.0.1 and 6.15 respectively) still contains
the bug.

So, what's supposed to happen now?
