I can't reproduce this at all on 495.44 (and I've never seen it before on any
driver version since I got the 3090 on launch day on 24 Sept. 2020), so I'm
guessing this is probably limited to older drivers/cards now. 

I'm running wine as I type this and perf top $(pgrep Xorg) shows like 12-20%
for Nvidia. No different from before I started wine. I've never seen this in a
single game or any other application running in Wine (which I do multiple times
a day).
