Sorry for the mixup, this function doesn't have anything to do with
msvcp140.dll, it's all msvcrt/ucrtbase.

But in any case, yeah it's unimplemented. Looking at the x86_64 version of it,
it's a pretty significant amount of code - I don't think I can make a
corresponding arm version in the near future. For now, the simplest solution is
to just statically link the CRT for such cases.
