[Bug 52131] wine-mono + RMS Express: HF Channel Selection Browser crashes

I found a dvoa.dll in the main `RMS\ Express` directory. When I rename it to
"xdvoa.dll" and run RMS Express, I can press the SFI button and not have the
program crash (though RMS Express does warn "C:\RMS Express\dvoa.dll not found.
No propagation data will be available." and the "Path Reliability Estimate" and
"Path Quality Estimate" cells in the HF Channel Selector window turn all to
0's).

PEiD shows dvoa.dll to be a "Borland Delphi DLL".

I've so far been unsuccessful trying to trace dvoa.dll in wine-mono.  Opening
it in notepad++ and looking for text strings, I found "TVoacapEngine", which I
believe is a reference to the "Voice of America Coverage Analysis Program", a
free professional high-frequency (HF) propagation prediction software

So, I currently think that RMS Express might be sending data to this library to
have it calculate propagation prediction information, then send that info back
to RMS Express.  Maybe something is getting messed up with how data is sent or
received to/from that library?
