Update on this bug....

I upgraded Fedora to 35 (and I assume any upgrades for Wine came along with
it). I also moved to Navicat V15.0.27 and everything seems to working fine now.

Whatever bug may have existed in either/both the previous version of Fedora
and/or Navicat has either been fixed, or somehow obscured from view :(
