[Bug 52131] wine-mono + RMS Express: HF Channel Selection Browser crashes

I'm finding some discrepancies between testing RMS Express with input freqs vs
the github's dvoa.dll, but I still think that those three solutions might be
the best routes:
 - It seems like this github's dvoa.dll has CRC-32 9E114ECB & `"Freqs":
[0.062000001]` is the lowest value it will accept.

 - RMS Express' dvoa.dll has CRC-32 92907314 & `"Freqs": [0.054999]` is the
lowest value it might accept (though it appears that RMS Express actually still
passes `"Freqs": [0.05]` to dvoa.dll and it still crashes, so not sure what's
going on there exactly.
