Unfortunately, with the patch PG Offline crashes with:

[ERROR] FATAL UNHANDLED EXCEPTION: System.NotSupportedException: No data is
available for encoding 28603. For information on defining a custom encoding,
see the documentation for the Encoding.RegisterProvider method.

Which is a known bug. Mono doesn't support many codepages.
