Wait, maybe I'm stupid: were you proposing a tid -> alert primitive cache *in
addition to* the TEB list that already exists? I was assuming it to be a
replacement. (Honestly, if it's reasonable to replace it entirely, and just
fail NtCreateThreadEx() if we run out of space, I'd rather do that, but...)
