[Bug 49764] Most programs using virtual desktop crash on startup after a recent Mesa snapshot added a second Vulkan device

I'm still getting the issue with Wine 6.0 and Mesa 21.1.0-devel (git-34e3e16
2021-01-27 groovy-oibaf-ppa) that looks to me like it should contain the fix.
(Created a fresh prefix, set notepad to use virtual desktop, started notepad,
it crashed with the same error message.) The VK_ICD_FILENAMES variable is still
a needed workaround for me. Is there something wrong with how my system is set
up?
