What bugreports do (well, besides the obvious part of notifying maintainers of
a
problem), it tells a passer-by contributor that the change is wanted by
upstream. It
isn't rare in open-source development that you contribute a feature, and then
turns
out upstream did not want that. Wasted. Having a report backing up one's
patches
creates a communication channel with upstream, so you know that your changes,
in one
shape or another, will eventually be accepted.
