Unfortunately your screenshot doesn't show if the application was maximized
before or not. I can observe the behaviour only if the app was maximized (on
XFCE4). If the app is started normally the 'close' button is shown in the inner
frame.
You can prevent the (partial) duplication of the sysmenu/buttons if you uncheck
the option 'Allow the window manager to decorate the windows' in 'winecfg'.
There was no regression as implied in comment #0. I've tested with even older
Wine 1.8, 1.6 and the behaviour was always like this.
