Wrong behavior screenshot

For instance I run some non-existing command:
> non-existing && echo SUCCESS
but SUCCESS is printed instead only error "Can't recognize 'non-existing ' as
an internal or external command, or batch script.".

Also the following command:
> set variable=value || echo FAIL
outputs FAIL unexpectedly.
