These steps work for me on wine-6.5 and wine-6.11:

$ winetricks --force -q dotnet472
$ winetricks -q d3dcompiler_47
$ rm -f ~/.wine/drive_c/windows/system32/ntdll.dll
$ winetricks -q vcrun2015
$ wine msiexec /i KOMPAS-3D_v19_x86.msi

P.S. KOMPAS-3D v20 installation also works.
