this was fixed by commit
https://source.winehq.org/git/wine.git/commitdiff/e0b5edf8964ed320fb628cd97bd1bf9b0aa90b0e
("dxva2: Implement DXVA2CreateVideoService().").

Part of Wine 5.12 release.

NOTE: You need to use a 32-bit WINEPREFIX to test (WINEARCH=win32). There is a
regression with IL binaries (native machine?) between Wine 6.7 and 6.8 which is
still present.

$ sha1sum DXVAChecker_4.5.2.zip

$ du -sh DXVAChecker_4.5.2.zip
