The build steps are looking good. There might be lots of reasons for difference
in behavior. One of them is e.g. how the wine prefix was created: I have used
the script, the Windows version is set to Windows 7 in my case and to Windows
10 in yours.

The patch is also applying to wine 6.9 (with some offsets, but the files are
patched correctly). You may try collecting terminal output with patched wine
6.9 if it's easier for you.
