If your prefix was created with upstream wine or with an older version of
wine-staging, you'll need to modify the registry manually. Open regedit.exe,
find the key
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System,
and change the value of EnableLUA from 0 to 1.
