Apparently it is not the "ELSTER" transmission itself, but previewing the
report (which is triggered by the transmission).

The hang can also be triggered by selecting the "ELSTER" -> "Voransicht der
ELSTER Steuererklärung   STRG+E" ("Preview of ELSTER Tax report").

@dieter - can you confirm?

As the application uses Qt5.15, there is a slight chance the hang comes from
some Qt code, not application specific code. Could be possible to use a debug
build of Qt5 then.

The previous years version, using Qt5.12, still works fine with wine 6.11.

When the program is started with "MESA_GL_VERSION_OVERRIDE=3.0", the preview at
least partially renders, but an error dialog appears, which can't be clicked
(paraphrasing from german):

Do you want to continue anyway?
 [Yes] [No]
