[Bug 51347] Installation for QQ cannot proceed

Confirmed.

Steps to reproduce:
1. Download the installer, and `wine PCQQ2021.exe`;
2. Click blue button on the following screen for continuing installation.

Expected: It starts to install the application.

Actually: It popup an error dialog with Simplified Chinese text
"安装路径无效，您没有权限在此位置写入数据", which means: have no permission for the installation
path.

This is a regression since commit ec9244f056b1063be602412a34a12d46f74debb2.

Attached is a log on wine-6.11-199-g362eed3ae30.
