NOTE:
Even with the BITS part added, the web-installer won't work because many
web-installer payloads have vanished from Microsoft download center (including
bootstrappers).
There are archive.org snapshots of the bootstrappers but not the actual
payloads (.cab etc.).
As a future project I will probably download and research the full 2020 backup
