Alternative #2: minimal offline installer by analysis
Figure out the package dependencies / payloads for the app(s) in question by
doing +msi,+wininet trace on the web-installer and inspect .msi packages if
they have external .cab references in 'media' table.
For 'makecert' (WinSDK_makecert_exe_24DFD147_3F96_47FC_B09E_5FCACE50CD4C_amd64)
