The message in the console is pretty clear:
0024:err:module:import_dll Library packet.dll (which is needed by L"C:\\Program
Files\\TP-Link\\TP-Link PLC Utility\\PLCOperation.dll") not found
0024:err:module:import_dll Library PLCOperation.dll (which is needed by
L"C:\\Program Files\\TP-Link\\TP-Link PLC Utility\\tpPLC.exe") not found
0024:err:module:LdrInitializeThunk Importing dlls for L"C:\\Program
Files\\TP-Link\\TP-Link PLC Utility\\tpPLC.exe" failed, status c0000135


Downloading and putting packet.dll in the system32 folder is enough to fix the
bug.

I checked my real windows 10 box. This dll is not here. So I think the
developper should have packaged this dll within his software.
