It changes the initial working directory for the program. Some programs expect
it to be the directory containing the executable; shell links in Windows (and
in Wine) will set it to that directory by default.

I've found that it doesn't make a difference in most cases (perhaps this was
less true a decade or two ago), but it's still a good thing to try when
triaging a bug.
