This might have been fixed by the commit below, please retest with a recent
Wine version.

I also experienced Mono working but .NET broken, before this was fixed. And I
got either that exception or a very similar one.

    secur32: Implement the SECPKG_ATTR_UNIQUE_BINDINGS context attribute.

    .NET's System.Data.SqlClient needs this to connect to MSSQL Server.
