I tested with a version matching Austin's from Comment #8.

In both winxp and win7 mode I was able to scroll to the end of the EULA, accept
the T&C and click 'Next', so this bug is fixed.

A lot of msxml errors appear during the installation and it crashes after
completing, but those deserve their own bug reports, marking this one FIXED.
