A) You didn't provide the requested info (env | sort).

B) It's still very likely that this is an issue on your system, not wine. No
one else has reported a similar bug (not that it's impossible, but again,
unlikely).

I'd suggest trying an older version of wine and see if the issue occurs there.
If not, you could run a regression test
(https://wiki.winehq.org/Regression_Testing) to see what in wine caused the
problem.

If, on the other hand, you install older wine and the issue still occurs, it
will show you that the problem lies elsewhere.
