Some observations about the bug as it appears in Star Trek Online.

This issue does not seem to be present in Wine 6.0.

It often happens during patching, so one way to reproduce it might be to run
the launcher executable and let it try to download the game.

I think the issue arose in the development versions around June or July 2021.
