Any program can call c:\windows\microsoft.net\...\csc.exe. csc-wrapper.cs gets
compiled and installed there as a replacement. So programs will call
csc-wrapper directly as csc.exe, the way the mscoree test does, and csc-wrapper
works by calling mcs.exe.
