No, /usr/lib contains files from 32-bit packages, /usr/lib64 for 64-bit.

Actually, both directories are not sym-linked as 'targets' to others; It's /lib
& /lib64 that are respectively sym-linked to /usr/lib & /usrlib64, the latter
are the source directories, as shown below:
