I followed the wiki :

i built vulkan-1.dll from wine 7.7 source and put the dll into
"$HOME/Projets/tools/vulkan-1/lib64/"

That's why in my command, i have
VULKAN_LIBS="-L$HOME/Projets/tools/vulkan-1/lib64/". Wine is not installed in
my system, i build wine myself and don't use wine from debian repo.

About lunarg-sdk, i use the same version than you but i doubt the issue come
from it.
