Locale Emulator 2.5.0.1 (LGPL)

Attaching a version of Locale Emulator to test.
Official page is at https://github.com/xupefei/Locale-Emulator/, you can
download it from there and run the "LEInstaller" to use it.
Or just download this and run "LEProc". This gives the error message (second
messagebox).
