After much messing about I've realised this is not a regression in wine but in
Logos 9.10. It appears that up to Logos 9.9 it was fine but the latest update
has caused this issue. Going back to a windows computer, the menus still work
on there but the release notes for Logos 9.10 say that work was done to support
chinese and korean characters.
