The download available from the url in comment 0 is not Aces High II but rather
Aces High III, and it doesn't use ddraw and hence probably doesn't suffer from
this bug (if there is a performance problem it is likely unrelated).

Accordingly I'm going to close this bug as ABANDONED; if anyone has an old copy
of Aces High 2 and can still reproduce this bug please feel free to reopen.
