I used the Tablet Tester tool in Krita (via Wine) and all the Tablet inputs
were being registered as Mouse Inputs, which explains why there's no pen
pressure data. Krita doesn't detect support for Windows Ink and is falling back
on wintab32 events, which don't appear to be happening.

I've given up on this for the time being, but I'm happy to collect data and
test patches if that helps.
