man sources.list says at section Signed-By:
The recommended locations for keyrings are /usr/share/keyrings for keyrings
managed by packages, and /etc/apt/keyrings for keyrings managed by the system
operator.
>From my point of view, winehq.key is not managed by the winehq package itself,
so it is additionally discussable, if /usr/share/keyrings/ is the right place,
rather than /etc/apt/keyrings/.
