Run:

$ mkdir /home/user/pacman-test/var/lib/pacman -p
$ wine64 /path/to/msys64/usr/bin/pacman.exe -Sy --config pacman.conf --debug

With pacman.conf

Note that Wine needs to be patched with these hacks first, or it will crash due
to stack overflow issues:
