I just downloaded some Staging versions from
https://github.com/Kron4ek/Wine-Builds
to check in which versions it worked, and after a few tries I got:

wine-Staging-6.14: works fine

wine-Staging-6.15: the command fails.

So the regression is somehow introduced into wine-Staging-6.15
