I am now using Wine 7.0 stable and Ubuntu 22.04 with the same problem. Wine is
still not letting mouse clicks fall through a transparent window to underlying
Linux programs. I have the Wine desktop mode turned off.

You can test this by downloading eTrack.exe from https://etrack.click
