The German tax authority dropped the support for the Elster Formular. They now
only accept online tax declarations. The Elster Formular reached its "end of
life". (See: https://www.elster.de/eportal/infoseite/elsterformular in German).
It is still available but its use is now completely senseless.

So please set this bug to another status that might match better than
"unconfirmed".
