In general, you are completely right. It is about giving wine its full
functionality.

But there are some practical problems:
-You will not find a "serious" download location for this software anymore or
anywhere. The tax office deleted the download URLs.
-The interface which was able to deal with your tax data was switched off in
2020.
-Nowadays the official tax office web page can manage old(er) tax declaration
files from a users archive itself

Good idea. If necessary this bug could be reopended.
