Can confirm this bug. No issues on wine 6.

Fedit at least will let you send forces and they work but with this error.
00000005: Can't get force feedback axes!
00000006: hResult = 0x80070057 : Invalid parameters
00000007: SetUpFFDevice failed.
00000008: hResult = 0x80070057 : Invalid parameters

Maybe the game can't see supported effects so it gives up?
