SmarterTrack 7.09 also needs this. During setup, an error dialog appears which
says:

> Sentinel Run-time Environment Installer v. 8.11

> Failed to install hardlock.cat signature

Google Translate says that "Chybný parametr" is Czech for "Bad parameter". And
Wine prints the same message "fixme:wintrust:CryptCATAdminAddCatalog NULL
basename not handled" to the console. Setup then aborts without installing
anything at all.

With WINEDEBUG=+msi, I found that the error message comes from the bundled
executable haspdinst.exe. When haspdinst.exe is run without any arguments, it
reports itself to be "Sentinel Run-time Environment Installer  v. 8.11"
