I'm on Arch Linux using the Arch binaries, and I'm experiencing the same issue,
if I run the 64 bit version of IrfanView on a 64 bit wineprefix I get the exact
same error message/log as in comment 9.

Interestingly running the 32 bit version on a 64 bit wineprefix works, and
running the 32 bit version on a 32 bit wineprefix also works. Both wineprefixes
are newly created before I tested IrfanView on them.
